Message: I think what you are seeing is the lack of a loudness function. "Loudness" is a bass/treble equalization that essentially boosts the bass at lower levels to compensate for your ears' inability to hear equally well at all volumes. It is based on the Fletcher-Munsen studies from many years ago, and used to be incorporated into just about every audio device built up until recently. Many head units allow you the option to engage or disengage Loudness depending on your tastes.
Personally, I prefer to do my own EQ and never use Loudness when it is optional. But I then need to increase the bass level on lower listening levels. Maybe you need a bass level control to handle this function. Some amps have an outboard control just for that purpose.

You may also have some hysteresis with your subwoofer, meaning that it needs some minimum power level to overcome the suspension and get the cone in motion. I doubt it though.

Also, don't worry about minor leaks in the box. It is probably the joints in the box that are actually leaking. If anything a few small leaks are good as they can promote better damping of the cone and flatten the impedance at resonance making it easier for your amplifier to drive the woofer.

Lastly, something seems odd that your amp is maxed for gain. The factory BMW head unit has good output and should drive just about anything. Did you use an amp with differential inputs or did you use a line converter? Maybe your converter has some losses or frequency limitations.

I used an Audio Control EQ and crossovers for my system as they directly accept the twisted balanced lines from the BMW head unit. It works very well and I have lots of gain and bass. I will post my complete system and design concept within the next few days.
